Au paragraphe 10, il est proposé de réviser comme suit le texte anglais, cette modification étant sans objet en français : « Reaffirms the primary responsibility of States to create national and international conditions favourable to the realization of the right to development as well as their commitment to cooperate witheachother to that end ».
ويستعاض عن الفقرة 10 بما يلي: ”تؤكد من جديد تلك المسؤولية الرئيسية التي تتحملها الدول في مجال تهيئة ظروف وطنية ودولية تتسم بمواتاة إعمال الحق في التنمية، إلى جانب التزام هذه الدول بالتعاون مع بعضها من أجل تحقيق هذه الغاية.
